The sustaining pedal requires a lot of force to operate, so it needs a large pneumatic motor to move it.
This large motor (bellows) takes time to fill more elevated so it doesn't operate very fast.
Because of this, it can be operated by a series of holes close together as it won't be able to respond quickly enough to each individual hole in the music.
Obviously, continuous holes don't weaken the paper like a long slot would. And the sustaining pedal is often operated for quite a long time.
