This must be a first.
The fist one should be bigger, with his tongue hanging out, to indicate extreme desire.
The drunken one might even be suitable, although not as funny as I had envisaged.

Roughly half our smiley's aren't animated anyway <not including that one.
Any of my three suggestions seems to be the most eye-capturing, Even the prizemaster seems to agree on two of them. It is surely prizeworthy <not including that one either.

I wouldn't want to tell the esteamed Smileymaster how to do his job, but if it were me, I'd reduce the original TO 40% rather than the 25% you chose.
The black lines would then be less pixelated (if you're careful with the transparency settings to avoid clipping) and the whole thing would be clearer.

Anything above 25% I think is too unnecessarily large for many of the more basic ones. I prefer to keep larger smilies to an absolute minimum as they often mess with the text formatting <such as this one.
And whilst we are on the subject of me being heiled as "esteamed smileymaster". If this is truly the case, then I irately demand moderator access to the actual smiley admin panel. Just what is a smileymaster without any actual smileymaster privileges anyway? Well I'll tell you...He's an absolute bumblebrain

Size should be relevant to the subject matter. The larger the size, the more engaging the subject, and thus its importance.

Even I don't have of access to the Smiley images I can only assign them, move them about, etc.
The job of Smileymaster is to design (or steal) and submit the Smileys, you don't need any admin access to do that.
